The Mouses of Purrliament

A Cat and a Rat must work together to retain control of the Purrliament. 

The Cat is an esteemed politician who's in charge of letting the members of the Purrliament vote.

The Rat is his secret assistant inspiring fear with his trusted shovel Bertha.

The Goal: Keep your approval rating greater than 50% for as many rounds as possible.

Whenever the Cat calls a vote, the Purrliament members in the row selected will vote. The ones who agree with the Cat will add 1% to your approval rating, and the ones who don't will subtract 1%.

The Rat can change the opinions of Purrliament members with his shovel by selecting one and bonking them, or alternatively hold down the bonk button for longer than one second to bonk every Purrliament member in the column.

Watch out though, If you don't let a Purrliament member vote for more than 10 seconds your approval ratings will be reduced by 1% for each impatient member!

Additionally, the rat can only bonk a limited number of times before both him and the Cat get sent to jail.

Can the Cat and Rat maintain their political power, or will it all come crumbling down upon them?
